The challenge
Hi Tech Solutions came to Utah as an unknown market entrant with plans for a $750 million first phase of clean energy projects, including nuclear power and a Clean Energy Research and Training (CERT) campus. It needed a credible case for the state, the incentives to make the numbers work, and relationships across government and industry.
What Alpen did
Alpen built a phased market-entry roadmap, positioned HTS with state leadership, and assembled a network across government, universities, workforce providers, utilities and industry partners. We ran an economic and fiscal impact analysis of the phase 1 portfolio using Chmura JobsEQ and our own financial models, quantifying jobs, GDP growth and tax revenue under several market scenarios, and profiled candidate communities on labor, wages, housing, tax policy and commute patterns to inform site selection.
We structured the incentives strategy, supported project budgets, capital forecasts and investor messaging, and raised HTS’s profile through thought leadership, conference keynotes, panels and media engagement ahead of the public announcement.
Outcome
HTS secured $20 million in state tax credits. Governor Spencer Cox announced the company’s launch of Utah’s first nuclear hub at a statewide event with the Senate President and Speaker of the House, backed by broad media coverage. HTS is now a central player in Utah’s long-term energy strategy, supported by a lasting coalition of public and private partners.
