Certainty across the whole program

Large programs rarely fail on the technical work. They fail on the systems surrounding it: risks leaders can’t see early, approvals that stall and governance that can’t keep pace. We cover all three.

Where we work across a program

From the first site visit to steady-state operations, our three practices cover the stages where programs most often stall.

Program stages: site and approvals, financing and incentives, design and supply chain, construction, and operations.

AI and change management, built into every stage

We bring AI tools and change management to every practice, from schedule risk analysis and automated reporting to economic modeling, and help your teams adopt the new ways of working.

Program Analytics & AssuranceSee the program

We build AI tools and business intelligence platforms that your team keeps, so leaders see cost, schedule and risk as it happens rather than at the next monthly review.

Typical deliverables: portfolio and executive dashboards, milestone and risk reporting, forensic audit findings, lender technical advisor reports and AI scheduling tools.

Business intelligence platforms

Custom tools and self-updating portfolio views built on your own data, so reporting stops being a manual job.

Forensic audits

Independent reviews of cost, schedule and contract performance that show where money and time went, and how to recover them.

Lender technical advisory

Independent review of budgets, schedules and progress for lenders and investors financing major projects.

AI scheduling and risk, with Foresight Works

As Foresight Works’ official consulting partner, we embed its predictive schedule and risk analysis into day-to-day execution.

Economic & Stakeholder AdvisorySecure the approval

We build the evidence and public support that financing and approvals depend on, wherever a project is built. Our team has led statewide economic development and understands what states and counties need to evaluate a project.

Typical deliverables: economic and fiscal impact studies, incentive and tax credit models, and stakeholder engagement plans, briefing materials and public testimony for board, council and legislative hearings.

Economic impact studies

Credible, independent analysis of the jobs, wages and regional output a project creates.

Fiscal impact studies

Projections of the property, sales and other tax revenue a project brings to counties and the state, with and without incentives.

Tax credits and incentives

Modeling of state and local incentive packages and application support, giving economic development agencies and local governments the analysis they need to evaluate them.

Stakeholder engagement

Engagement with communities and local stakeholders that builds understanding and support before opposition forms.

Capital Program AdvisorySteer the program

We advise on how capital programs are set up, governed and controlled, from first PMO to closeout. Our team has designed project controls for billion-dollar construction operations and helped re-baseline programs in trouble.

Typical deliverables: program strategies and governance models, target operating models, controls baselines, process improvement roadmaps, and independent schedule and risk reviews with priority actions.

Program strategy and governance

Program strategy, governance and a program management office sized to the portfolio, with the cadence and reporting to match.

Project controls and risk assurance

Design and independent review of cost, schedule and risk controls, including critical path analysis in Primavera P6.

Target operating model design

The structure, roles, decision rights and processes an organization needs to deliver a growing portfolio.

Business process improvement

Streamlining the workflows behind reporting, procurement and change control so teams move faster with fewer errors.

How we work with clients

Engagements are shaped around the program, not a standard package. Most start in one of four ways.

Advisory and analysis

Focused work on a decision: an economic impact study, a delivery model choice, a recovery plan.

Embedded advisory team

Alpen consultants work alongside your program team to set up and steady governance, controls and reporting, for a defined phase or the life of the program.

Tool build and handover

A fixed-scope build of dashboards or AI tools, delivered with training so your team runs them.

Fractional leadership

An experienced executive, such as a head of development or delivery, part time, while you build the permanent team.

Frequently asked questions

What does Alpen Systems do?

Alpen Systems is a technology-forward consultancy for infrastructure, capital projects and economic development, based in Salt Lake City. We help make major capital programs approval-ready, fundable and on track through three practices: program analytics and assurance (business intelligence platforms, forensic audits and lender technical advisory), economic and stakeholder advisory (economic and fiscal impact studies, tax incentives and stakeholder engagement), and capital program advisory (program strategy and governance, project controls and risk, target operating model design and business process improvement).

Who does Alpen Systems work with?

Data center developers and operators, energy and power developers, and public sector and economic development organizations. Some of our clients include DC BLOX, EdgeConneX, Pronghorn Development, CAL FIRE, Hi Tech Solutions, Water Wise Solar and the Northern Utah Economic Alliance.

How does Alpen support a data center project through local approval?

We build the economic and fiscal impact case, run community and stakeholder engagement, and present our findings at public hearings. For Pronghorn Development, Alpen supported the 1.5 GW Antelope Data Campus through county approval in Iron County, Utah, where it received its conditional use permit in June 2026.

Does Alpen do economic impact analysis for data centers and energy projects?

Yes. We produce independent economic and fiscal impact analysis covering jobs, tax revenue, public costs and regional benefit, and we model state and local tax credit and incentive packages. Alpen was also selected to advise the Utah legislative committee crafting new data center policy on its economic, tax, financial and regulatory implications.

Can Alpen help set up a PMO for a capital program?

Yes. We help owners design and stand up program management offices for major projects, from the first PMO to closeout, including cost, schedule and risk controls and critical path analysis in Primavera P6. Alpen has advised on more than $100B in capital programs.

What AI tools and dashboards does Alpen build?

Custom AI tools and self-updating portfolio dashboards built on the client’s own data, so leaders see cost, schedule and risk as it happens. More than 120 capital projects have been served through our business intelligence platforms. As Foresight Works’ official consulting partner, we also embed its AI scheduling and risk analysis into day-to-day execution.

Where does Alpen Systems work?

Alpen is headquartered in downtown Salt Lake City and serves clients nationwide, with work in California, Washington, D.C., Atlanta, Houston and across Utah. We bring the same capital program, data and economic advisory capabilities wherever a project is built.

How do engagements with Alpen work?

Engagements are shaped around the program. Most start as an embedded delivery team, fractional leadership, a fixed-scope tool build and handover, or focused advisory and analysis on a single decision.

Is Alpen Systems the same company as Alpen Associates?

Yes. The firm was founded in Salt Lake City in 2020 as Alpen Associates and now operates as Alpen Systems.
