Why Alpen

Major programs rarely fail on engineering. They fail on everything around it: delivery teams that can’t scale, controls that lag reality, approvals that stall and communities that push back. Scott Cuthbertson saw it from both sides, first advising on multi-billion-dollar programs at PwC and Booz Allen Hamilton, then as the executive responsible for bringing major investment to Utah.

Alpen exists to close that gap. We put operators, analysts and data scientists on the same team, so people who have run capital programs and led economic development work side by side with those who build the tools that keep leaders ahead of risk.

Scott Cuthbertson

CEO and Managing Partner

Scott brings 22 years of experience to Alpen’s capital program and economic development work, as both a Big 4 consultant and a chief executive. He spent 15 years at PwC and Booz Allen Hamilton, led the Economic Development Corporation of Utah and served as COO of a state land authority. His work has included advising Fortune 5 technology companies on billion-dollar capital programs, overseeing the re-baselining of the $26B Plant Vogtle program, and scaling hyperscale data center programs internationally. At PwC he led practice development, go-to-market strategy and engagements across the energy, utilities, telecommunications, transportation, public and asset management sectors.

Josh Crawford

COO and Partner

Josh brings 30 years of capital project and public-private partnership program leadership, including military construction and P3 delivery for the US Air Force and US Army. As SVP of Asset Management and Development at Mayroad, he led design-build capital programs for the Air Force, oversaw a team of 100 people and briefed flag officers and the Air Force Civil Engineer Center. Earlier, as VP at Corvias, he managed a portfolio of nationwide projects and built a Primavera P6 scheduling and EPPM system from scratch across a $1B annual construction operation.

Connel Petterson

Director

Connel brings 20 years in finance, transformation and capital programs, including tenure at PwC and AECOM. In nearly a decade at PwC he led digital transformation work for Fortune 15 clients, contributing to more than $2B in realized M&A integration synergies and implementing a PMO and governance model for a $50B global company. He has assessed more than 150 acquisition targets as a diligence advisor, and at AECOM managed more than $3B in capital programs, including a $240M-a-year DOD demilitarization program reported monthly to the Pentagon.
